Sadly true. But, in the flurry that was 20 or 30 years ago, many local communities did in fact implement term limits. The Monroe County legislature in Western New York voted to limit terms to 10 years ... grandfathering in all current legislators who would start their ten years the same time as everyone else and protecting their pensions. Even Syracuse, New York limits the Mayor to two four year terms. So perhaps the answer would be ... anyone but us, thereby allowing current office holders to not be affected.
